All lit up was a well-known euphemism for a long time, but unfortunately puns about drunken people being illuminated have to be explained nowadays.
When I first heard about that broadcast, I was told the fleet review had taken place in the Forth – which would have made your comment even more appropriate! But alas not, it was the Solent, and the relocation was merely the storyteller’s embellishment.
